NH EPPING — Epping wastewater upgrade advances to 90 percent design completion. Underwood Engineers reported $1.19 million in combined billing through March 31, 2026, representing 69 percent of the $1.72 million contract, with April costs anticipated at $100,000. The State expressed confidence in providing full $38 million Clean Water State Revolving Fund financing with principal forgiveness exceeding 5 percent.
The committee delayed a decision on adding a 90 percent cost opinion to the scope of work and requested verification from the Department of Environmental Services on whether a 100 percent cost opinion is now required for bidding and award authorization. Substantial completion and lifting of the wastewater capacity moratorium are scheduled for April 1, 2029.
